I don't know if he does translation, but you can ask him, and tell him I sent you.

I've found that copying and pasting Japanese script into Google Translate appears to work. Not a definitive test but it looked right.
Google 翻訳をお試しください。 気に入っていただけると思います。

It would not surprise me if they were maker's marks, especially the second one.

Mystery solved - Thanks to Liz & Tatsuo!
The 1st symbol is "education" or "training" and the 2nd says "Loading of Live Ammunition is Prohibited.". Which makes perfect sense as the images are from a Japanese Type 38 Arisaka Navy Bolt Action Rifle circ. 1939-1945 (probably the latter) ... which makes this little piece of history a Training Rifle.

I went down a DEEP internet rabbit hole this weekend trying to identify this thing! The markings were the key that unlocked it all!
