I put into the mail yesterday someone's 1099, filled out using information from a W9 I had on file.
That person just now sent me a newer W9, which reflects a change in last name (all other data is unchanged).
Can anyone tell me with certainty whether a revised 1099 should be issued OR, as the person's SS/TIN is the same, whether the 1099 initially sent is fine?

If there's a "Correction" box on the form I would re-send the form with the newer information. If there's no such box fill in a new form with the newer information and just note on it clearly "Correction" and point an arrow to the changed information. Plus people are mostly identified by their SS# not their name.
My understanding is that most 1099s aren't looked at closely anyway. They don't have enough staff to do that. The IRS only studies them if there's a problem.

My tax guy does not attach all the 1099's to my tax forms. As long as the income is reported the IRS does not need them. He files it electronically anyway and never scans 1099's. YMMV:-) |

I've decided the IRS is going to get what I've already sent them. The recipient's SS/TIN and compensation amount are both correct. If the IRS has a problem, they know how to reach me.
