A retainer is an instrument for market exclusivity and it's based on a price per page, with a set minimum, i.e. $150 per page with a 2-page minimum = $300 retainer.

Then the price GOES UP if they load you up with more stuff to voice.
A retainer isn't an all-purpose "pay me and I'll do anything you give me" amount, it's a guarantee of income for you in exchange for staying off other stations in the same market.
