Do you issue a 1099 to a service provider from outside of the country? I'm about to write a big check and realize that I need to make sure it counts on my taxes. Thank in advance to my grand vo-bb family!!

No as it used to join the dots between what you deduct from your income and another US tax payer would (should) add to their taxable income. As long as you have a chain of evidence, job, work delivered, invoice, payment and payee details you can deduct like a deducting thing.

i had the same question - here is what i found out.

... as the foreign service provider is performing all of the services outside of the U.S., there is no 1099 or withholding requirement for the domestic U.S. payor. On the other hand, if the foreign service provider performs any of its service in the US, then the US payor is potentially required on the payment and to issue a Form 1042S to the foreign service provider reporting the gross payment and any amounts withheld for US tax purposes. In the case where all of the services are provided outside of the US by the foreign individual then the U.S. payor does not have any obligation to withhold.

I'm not required to fill one out. Although I'm a citizen, I reside and pay taxes in another country (let's not even start on also having to fill out the U.S. tax forms Angry )

Still, some companies insist I do, but mostly because they're not used to working with people overseas.

The 1099 has nothing to do with your deductions. It's only to make sure that the recipient reports his income to the IRS.
