When recording off the soundcard (e.g. online audio, etc.), the line is WAY below the centerline- I would guess corresponding to -24 or -30 dB.
Is this normal? Is this a problem?

Assuming that it is less than ideal, is there anything that can be done to the PC (hardware or software) to improve the situation?
