I finally sorted this problem out so I thought I'd post in case anyone else gets this headache.
The answer was the refresh rate. Had it set to 60 Hz. Increased it to 75 Hz and BINGO! Whine all gone. Happy v/o here  _________________ Colin Day - UK Voiceover

Bruce, to this day I have to stop myself from avoiding places like Sears because when they still sold CRT-based TVs, that humming noise would send me up the spout. I would be like "Can't you HEAR that?" and everyone would look at me like I was crazy.
It was like a dentist's drill in my head. I'm 42 years old and I can still hear those silly "mosquito" ringtones kids sometimes use on their cell phones because most grownups can't hear them (and that's after nearly five years in an artillery unit in the Army!).
Anyway, as to the original topic, I have an Acer touchsccreen monitor, makes no noise at all. If you're getting noise from one you may want to consider taking it in for a replacement if it's under warranty.
