Brian... I for one would not worry about how much you would like to spend in order to do voice overs. If you don't have the pipes to prove it, it's like a farmer trying to grow crops with no dirt.
You could easily set-up a cheap audio chain for a few hundred bucks just to record yourself, but it's the "yourself" that really makes it all come together.
If you really want to "immerse" yourself...(that's a good word)... in VO, record a clip and post it in the Critique forum. Trust me... you will get constructive criticism. Perhaps even suggestions for voice coaching.
