One thing I might suggest is testing that basement/home for radon. Your post implies you haven't yet purchased the home but if there's any trace, I'd reconsider making an offer. Test kids: http://www.epa.gov/radon/radontest.html The blower could simply be a precaution, I don't know.

My wife grew up near a home that got sold two or three times in a relatively short time frame. Both the original seller and the next buyer developed cancer that as I recall, got traced to radon seeping from the basement.
